In Solidarity Against JNU Administration's 'Witch-Hunt Against Dissenting Voices'

New Delhi: With no resolution in sight for the ongoing crisis at the Jawaharlal Nehru University, the situation is becoming more and more grave by the day. The constant attacks on the centre of higher education as the crisis continues to manifest have created a toxic environment where everything has come to a standstill.

Concerned over the developments, a group of students, teachers, activists, artists, filmmakers and concerned individuals have written a statement in solidarity which urges JNU vice chancellor M. Jagadesh Kumar and the JNU administration "to revisit the history of democratisation of universities and the role that the universities played in the struggle against hegemonic forces".

We the undersigned strongly condemn the undemocratic and utterly high-handed attitude exhibited by the current administration and the vice chancellor of Jawaharlal Nehru University (JNU), over the last few weeks. As our friends and colleagues from the university brave police brutality and march to make their demands heard, taking forward the ongoing resistance against the attack on the university and higher education in India, we would like to state, as students, teachers, activists, artists, filmmakers, and concerned individuals, some of us as ex-students of JNU, that we stand with them.

We are shocked and appalled to see the administration’s horrifying attempts to normalise gender violence on the university campus. One among several deeply troubling instances of the failure of the newly instituted Internal Complaints Committee (ICC) is the persistent shielding by the JNU administration of Atul Johri of the Life Sciences Department, accused in cases of serial sexual harassment. The continuing refusal to suspend him, and the arbitrary questioning of the survivors over the past few days is condemnable. This deliberate breach of fundamental rights, as enshrined in the Indian constitution and the Vishakha guidelines, in our view constitutes a gross violation of what gender justice in a public university should stand for.

This administration has taken a resolute stand against gender justice, with its prior dissolution of the long-established and hard-won Gender Sensitisation Committee against Sexual Harassment (GSCASH), unilaterally instituting in its place an Internal Complaints Committee, the composition of which gives the administration undue influence over due process. We are distressed by what the implications of this effective failure of the ICC are for women students, as they inhabit the university space, and join our voices with them in their fight to live and study without fear.

In this regard, we know JNU students are not alone as there have been intense countrywide protests on university campuses in the recent past against a pattern of normalisation of harassment and gender discrimination as everyday affair. Student led movements at NIFT, Kannur, at the Banaras Hindu University, the Delhi University, the Aligarh Muslim University gather force and reveal the enduring strength of the collective voice, as well as the limits of the claimed shift in public discourse after the 2012 gang rape of Nirbhaya.

The JNU administration’s high-handedness has been on habitual display in its unilateral decision-making. It has shown a complete disregard for reservation policies in JNU admission procedures, increasing the weight of the viva voce component from 30% to a 100%, without taking into account existing debates among students and teachers regarding the desirability of reducing viva marks from 30 percent of the admission procedure. The implementation of drastic seat cuts at the M.Phil/Ph.D level, the loss of deprivation points for students from disadvantaged social backgrounds and regions, the dissolution of the GSCASH, the raising of existing mess fees by 100% come together to reveal the clear and powerful agenda of the administration and country’s ruling dispensation to dismantle the existing substantive autonomy of universities in favour of an ‘autonomy’ articulated through the market.

It is here that JNU students and teachers join the struggle in colleges and universities around the country, from Hyderabad Central University to the Film and Television Institute, Pune; Punjab University to the Tata Institute of Social Sciences, against the undoing of the potentiality of the university as a space in which students from different backgrounds can articulate a multiplicity of political futures. For instance, students at all four campuses of the Tata Institute of Social Sciences (TISS) have been on strike since the TISS administration’s withdrawal of aid to students from marginalised communities who were eligible for the Government of India post-matric Scholarship scheme.

In response to striking students the TISS administration has adopted silencing tactics not unlike the JNU administration, issuing legal notices to striking students, not allowing students to enter hostels if fees remain unpaid, among others. At the Assam Women’s University, students are part of ongoing protests against the state government’s proposal to downgrade the university, the only women’s university in Assam, to a technical institute. They are also demanding the appointment of a permanent vice chancellor, permanent faculty members and staff, as well as other necessary infrastructure, and have the support of student organisations from across the state  of Assam.

As these policies make it increasingly difficult for those coming from socially disadvantaged backgrounds to access higher education, push those already pursuing higher education into impossible often deathly precarity, the very educational model that produces dissenting thought is taken apart. Concomitantly, spaces of dissent in the university are made to shrink.

In JNU, the administration has actively undertaken this through a series of vindictive, unlawful demands and measures. The witch-hunt against dissenting voices; the clamping of free speech; FIRs against peacefully protesting students; imposition of arbitrary fines on students, as well as the recently issued diktat to register compulsory attendance, all demonstrate the insecurity of a schizophrenic administration when exposed to the circulation of dissident ideas.

The Vice Chancellor’s complete disregard for the integrity of the academic council, and the arbitrary removal of seven department chairs and deans including the chairperson of the Centre for Historical Studies, Professor Sucheta Mahajan, and Professor Kavita Singh, the Dean of the School of Arts and Aesthetics, in violation of long-established protocols and often the JNU statute and constitution itself, is the latest in the habitual display of the moral bankruptcy of the JNU administration.

By now we have all seen the circulating footage and images of students and teachers standing in defiance against the might of the Delhi police. We have seen also in the midst of that press of bodies running from water cannon and lathis the JNU students’ union president Geeta Kumari addressing the very same police as she alerts them against the progressive erosion of the country’s education system and its effects on all our lives.

As JNU goes into lockdown, we urge the Vice Chancellor and the JNU administration to revisit the history of democratisation of universities and the role that the universities played in the struggle against hegemonic forces. The history of student movements at the Jawaharlal Nehru University is imbued with a tradition of unprecedented solidarity between teachers and students. As friends and colleagues, students and teachers in universities and colleges around the country initiate an asymmetric fight we join our voices with theirs and urge you to do the same.
