Draft SIR Rolls: Andaman Tops With 20.6% Deletions, Kerala, MP, Chhattisgarh Record Up to 13%

New Delhi: The Election Commission of India (ECI) on Tuesday (December 23) released the draft electoral rolls for Kerala, Madhya Pradesh, Chhattisgarh, Madhya Pradesh and Andaman and Nicobar as a part of the Special Intensive Revision (SIR) of the electoral rolls that is underway across 12 states and Union Territories.

Andaman and Nicobar Islands recorded the highest number of deletions with about 20% deleted in the draft rolls. In Kerala, 8.65% of the electors have been left out of the draft rolls, in Chhattisgarh (13%), Madhya Pradesh (7.45%).

In Kerala, chief electoral officer Ratan U. Khelkar said that about 24 lakh voters had been deleted. While the total number of electors on October 27 was 2,78,50,855, enumeration forms were collected during the SIR from 2,54,42,352 electors.

A statement from the ECI shows that in Kerala 6,49,885 (2.33%) were found to be deceased voters, another  14,61 769 (5.25%) were shifted or absent, and 1,36, 029 (0.49%) were found enrolled at multiple places.

In Madhya Pradesh, about 7.45% of the electors have been deleted, with 42 lakh voters left out of the rolls following the publication of the draft electoral rolls. Chief electoral officer Sanjeev Jha said that of the total 5.74 crore electors, 5.31 crore electors had submitted their enumeration forms. 

A statement by the EC said 31.51 lakh or 5.49% voters were found to be shifted or absent, 8.46 lakh (1.47%) were deceased voters while 2.77 lakh (0.48%) were found enrolled in multiple places.

In Chhattisgarh about 13% of the electors have been deleted following the publication of the draft electoral rolls with about 27.34 lakh voters left out.

According to figures released by the Office of the Chief Electoral Officer (CEO), 1.84 crore enumeration forms were collected in Chhattisgarh, representing approximately 87% of the total electors. The state’s total electoral strength stood at 2.12 crore as of October 27.

The revision exercise identified 6.42 lakh deceased voters (3%) and 19.13 lakh electors who were either absent or had shifted (9%). Additionally, 1.79 lakh voters were found to have multiple enrolments (1%).

Andaman and Nicobar Islands

The Union Territory of Andaman and Nicobar Islands saw the highest number of deletions in the draft electoral roll.

Data from the archipelago revealed 9,191 cases of deceased voters (2.96%) and 51,906 electors who were shifted or absent (16.72%), and 2,917 electors (0.94%) were identified as being enrolled at more than one location.

The authorities collected 2.46 lakh forms, a coverage of 79.38% of the total electors.

Claims and objections

The commission has said that no names will be deleted from the draft roll without due process. Under Para 5(b) of the SIR guidelines, deletions require a formal notice and a speaking order by the electoral registration officer.

Electors whose names are missing from the draft list can submit Form 6 for new registration. Form 7 is available for deletions, while Form 8 is used for corrections. Applications may be submitted through BLOs or the ECINET mobile application. Any aggrieved elector may appeal to the district magistrate or the chief electoral officer under Section 24 of the Representation of the People Act, 1950.
