New Delhi: Tamil Nadu Chief Minister M.K. Stalin on Monday (June 16) slammed governor R.N. Ravi for not giving ascent to a bill more than 40 days after it was passed in the state assembly.

Citing the Supreme Court verdict in April 2025 that termed Ravi’s actions to stall the state government’s bills “erroneous and illegal”, Stalin said that the governor "hasn't learnt any lessons” even after the apex court’s judgment.

“We made an announcement to establish a new university in Thanjavur and passed a bill in the Assembly. We sent the bill to the governor for his approval, it has been over 40 days. But he has not yet given his approval for the bill. If he had given approval as soon as we sent it, by now, I would have laid the foundation stone for the Kalaignar University at this event,” said Stalin at an event in Thanjavur on Monday, reported Deccan Herald.

Earlier, the state assembly had passed the bill to establish a university after late Dravida Munnetra Kazhagam (DMK) patriarch M. Karunanidhi.

“If there is one question that the people of Tamil Nadu would ask, it is this: What could be more important for a Governor than this? If the Governor is one obstacle, the Union Government creates another by withholding funds and troubling us…the Governor hasn’t learnt any lessons even after the SC judgement. If we run out of patience, we will make the Governor give his assent to the bill,” Stalin added at the event.

Stalin’s comments signal fresh tensions between the state government and the Raj Bhavan in Tamil Nadu, which is among the opposition-ruled states which have been accusing governors of stalling bills passed by the state assembly.

In April this year, the Supreme Court had held in a landmark judgment that no governor has the power to indefinitely override decisions made by the legislature that have an elected mandate and are directly accountable to people.

The conflict between the Tamil Nadu government and governor R.N. Ravi had caught widespread attention, with the M.K. Stalin-led Dravida Munnetra Kazhagam government alleging that the governor defied the constitution by withholding assent to as many as 13 bills and executive decisions.
