Between 2020 and 2025, Bihar’s council of ministers changed several times. Almost 60 elected representatives served as ministers over a five-year period.
84% of ministers who were members of the legislative assembly are re-contesting. Two ministers, who are members of the Legislative Council are also contesting assembly elections.
Around 20 departments were held by four or more different ministers in five years. Between 2020 and 2025, six or more individuals served as ministers of Tourism, Law, Disaster Management, and Revenue & Land Reforms.
The chief minister and two others have held the same portfolio for five years. All others served for less than the full term.

Note: When a cabinet portfolio becomes vacant, the chief minister can hold the portfolio for an interim period or assign it as an additional charge to another existing minister. The departments of Home and Vigilance are typically held by the chief minister of a state.
