The Jammu and Kashmir chief electoral officer Hirdesh Kumar said that as part of the special summary revision of electoral rolls, non-locals who are ordinarily residents of the Union Territory will be included in the list.

In all, over 25 lakh voters are expected to be added to the Union Territory's electoral rolls. While a majority of these new voters are people who have turned 18 since the last revision, non-locals will also be added.

The announcement, which enables non-locals to cast their votes in the state's assembly elections, has sparked a row with the regional parties slamming the BJP government. They said that the move is politically motivated and is a continuation of the disempowerment of residents after the dilution of Article 370 in 2019. They fear that the move will tip the scales in the BJP's favour.
