Yogendra Yadav, the National Convenor of the Bharat Jodo Abhiyan, who has been intently following the special intensive revision of electoral rolls in Bihar, says “I couldn’t believe the claim made by the Election Commission on Sunday that 98.2% of people on the draft electoral roll have submitted their documents."

Citing a survey that his own organisation has done, details of which are published in the op-ed Yadav wrote on August 26 for the Indian Express, he says that only 18% of people have been able to submit one of the 11 documents required by the Election Commission. About 43% have not submitted any of the 11 documents. If they are, as a result, left out of the electoral roll, Yadav fears that perhaps as many as two crore people could be disenfranchised.
