In this episode of Central Hall, rules and regulations related to parliamentary procedures are discussed in light of the recent controversy surrounding the switching off of the leader of opposition's mike and the telecast of the sessions.

The experts underline that switching off mikes in the House is a “serious” issue. They also say that referring matters to the Privileges Committee is a manner of highlighting important issues.

P.D. Thankappan is a former secretary general of the Lok Sabha. As secretary general, he was also the ex-officio administrative head of the secretariat of the Lok Sabha. He has over 40 years of experience working in parliament.

Chakshu Roy is head of outreach (legislative and civic engagement) at PRS Legislative Research. He is an expert on the rules and procedures of parliament and its functioning. He is an IVLP and INK Fellow and holds bachelor’s degrees in commerce and law from Delhi University.

Ankita Dinkar is a policy and legal researcher. She is a former legislative assistant to an MP. She has closely worked with parliamentarians.
