‘Shameful Abandonment of Gaza’: Palestinian Civil Society Opposes UN Resolution on Trump's 'Peace Plan'

Instead of recognising the Palestinian people’s right to self-determination and holding Israel accountable for committing genocide, the plan normalises foreign occupation, the groups said.

New Delhi: The Palestinian civil society has strongly opposed the recent United Nations Security Council (UNSC)  resolution based on US President Donald Trump’s 20-point plan on Gaza, saying that it normalises the occupation of Palestine and fails to hold Israel accountable for genocide.

Resolution 2803 passed by the UNSC on November 17, 2025 intends to create, among other things, a Board of Peace (BoP) in Palestine that will be headed by Trump. 

“This resolution was imposed on the Palestinian people without their consent, constituting a blatant violation of the inalienable right of the Palestinian people to self-determination,” a statement released by Palestinian NGO Network (PNGO) and Palestinian Human Rights Organizations Council (PHROC) said.

‘Board of Peace’

The Palestinian groups have opposed Trump’s plan and the UNSC resolution citing their “foreign and imposed nature”. Instead of recognising the Palestinian people’s right to self-determination and holding Israel accountable for committing genocide, the plan normalises foreign occupation, the groups said.

“The BoP will have independent authority to control the finance, immigration, civil administration, and reconstruction of Gaza, among other functions, without any oversight mechanism or legitimate Palestinian participation. We reiterate that the participation of Palestinians in the BoP does not negate its foreign and imposed nature,” the statement said.

Expressing a deep mistrust of the resolution, the statement highlighted the role of dubious organisations like the Gaza Humanitarian Foundation (GHF) and said that it was clear that BoP intends to collaborate with bodies involved in the genocide and aid Israel’s occupation of Gaza.

International Stabilisation Force

The plan proposes the establishment of an International Stabilisation Force (ISF) that is mandated to demilitarise Gaza. The Palestinian groups have pointed out that this mandate lacks any legal basis under international law.

“Gaza would be under the control of an international US-led governing authority, who, through the BoP, will manage a de facto occupation force known as the International Stabilization Force (ISF). This mandate is also in contradiction with Additional Protocol I to the Geneva Conventions, stipulating the right for a people to resist colonial domination and occupation,” the groups said, adding that ISF could collaborate with local militia who have aided Israeli violence and occupation of Palestine.

“The active involvement of the ISF in Gaza, where its priority is not the urgent realisation of Palestinian self-determination, signals a serious misstep by the UNSC in its mandate to maintain international peace and security,” the statement said.

The groups also questioned Israel’s repeated ceasefire violations, which also breach Trump’s 20-point plan. 

UN’s complicity in Israel’s genocide

The Palestinian groups have strongly criticised the UN’s role in enabling Israeli violence in Palestine. “With this resolution, the United Nations (UN) is making itself complicit in Israel's international crimes, contrary to the core principles of the UN Charter and universal inalienable human rights,” they said.

The resolution was a "shameful abandonment" of the UN’s responsibility towards Palestinians, they added.

The groups also pointed to the danger of letting foreign bodies carry out developmental activities in the besieged region.

“Instead of demanding reparations, the resolution invites international financial institutions to drown Gaza in debt when there is abundant evidence demonstrating the developmental dangers of such dependent economic arrangements.

“Resolution 2803 provides for the unconstrained exploitation of Gaza by international groups with no safeguards or protection of the economic and natural resources in the territory and inherently violates the Palestinian people’s right to economic self-determination and sovereignty over our own natural resources,”the statement said.

They particularly warned against the danger such development poses to “untapped energy resources in Palestine's territorial waters and exclusive economic zone off the Gaza coast”.

The groups called on Third States to step in and take action in light of this “catastrophic failure by the UNSC to abide by international law and recognise the crucial imperative of prioritising the Palestinian right to self-determination”.
