From December 17 to 19, a large gathering of Hindu right-wing religious leaders, fundamentalist activists and others gathered in Haridwar. The congregation was called a Dharam Sansad or religious parliament.
Over the course of the event, hate speeches and targeted calls for violence on the minority Muslim population were made with impunity.
